I would like to add a "Pin" icon next to the ellipse chevron, which when clicked would pin the expander in its expanded state and prevent it from collapsing. It may be collapsed only when un-Pinned.
Does the current RadExpander for Silverlight support this behavior?

Indeed the Expander doesn't support the Pin-functionality. However you can achieve such a behavior relying on the PreviewCollapsed and the PreviewExpanded events.
