Based on security Policy certain members are set up as Power users but this is not allowing us to use the tool. What are the minium permissions needed to run the solution.

Hello David,
In order to run the solution, the user must have full admin rights and UAC (if present) must be disabled completely. When this is not the case, the most common error received is a Namespace Reservation error. If this is the error you are receiving, please use the above article to get the user access to the Namespace.
If you are receiving a different error, can you please provide a screenshot of the error message for us to review?
