This tool may help give CSS3 support to Telerik in older version of IE.

I know it have some limitations, so I'm not sure if it will be possible to implement in Telerik. But I'm recommending it anyway, maybe the Telerik Team may find it useful.

I'm glad you posted this as I was also trying to implement CSS3 Pie in a current project I am working on.
I can tell you that this completely messes up the TabStrip control in IE 6-8. I was using it to implement rounded corners on the tabs and containers, and even threw in some drop shadows as well on the containers.
In any version of IE 6-8, it messes up the click functionality of the tabs. The first one or two will load no problem, but then the remaining 2 or 4 will not load,
Going back and clicking the 1st two after the initial load will also mess up as well.
Not sure what is causing it, but it is repeatable as I have tried it in a couple of projects using the TabStrip.
If any of the Telerik support guys would like to help out, I am available and could show some of this behavior.
It's really too bad, because it is well done (CSS3 PIE) and works in everything I've thrown at it, with the exception of the Telerik MVC suite.

That's not to say that the Telerik MVC suite is the issue, not at all. Any time you throw a CSS3 "hack" into a project (and lets face it, CSS3 PIE is a "hack" to force some css 3 support in older ie versions), you're running the risk of breaking something that previously worked without any issues.
