There is no Circle while setting ButtonShape="Ellipse" and RestStateImageSource="...".
For image i have used standard application bar image (PNG with transparent background color and white forecolor).

The circle comes with the BorderThickness, which has a default value of 0. Just set this property to your desired value and the circle will show.

Well, we just used an image with a circle for the pin, if this is what you mean. You can see that the images with the magnifier don't include a circle.
