2011 Q2 Service Pack 1 is currently scheduled for mid-September.
However, you needn't wait for it to get headers and footers in RadRichTextBox's document, as they have already been introduced. You can get a preview of them in our Telerik Editor demo.

The only prerequisites to have headers and footers in the document is to be using a version of the controls not older than Q2 (2011.2.712) and have the document in Paged layout mode.
