Because your question isn't related to RadSideDrawer, I have switched the forum type to general UI for Xamarin questions.
Regarding your inquiry, UI for Xamarin does not have Dialog controls. If you'd like to see us add such a control, you can leave a Feature Request here in the UI for Xamarin Feedback Portal. The development teams uses those items to plan and prioritize items for future releases of UI for Xamarin.
In the meantime, you can build a simple ContentView that achieves your goal. Just make the background of the ContentView semi transparent. For more guidance, you will find many discussions about such a control online, here's one example.
