MergedCells functionality is currently not available for RadDataGrid for UWP. I have logged this in our Feedback Portal as a feature request so you can follow the item on the provided link below:

Thanks for the clarification. I appreciate you logging this as a feature request. Hopefully this gets implemented in the future.
