You can use empty map provider to place geographic data on the map. Please see the Empty Provider example.

Unfortunately current version of RadMap control does not support the ESRI shape-file data.
This feature is planned to the future release. You can check when this feature will be available using the following link:

It seems it is possible to create a map provider for navteq. According to documentation you can use SOAP or HTTP GET RenderBitmapImage Request:

I have attached the solution with custom provider for Open Street Maps. You can use this code as a base for your navteq custom provider.
