Are you asking about the commercial version of UI for UWP or the non-commercial, open-sourced, .NET Foundation version from nuget.org?
If you're asking about non-commercial one from nuget.org, please refer all licensing questions to the GitHub repository https://github.com/telerik/UI-For-UWP (you'll find the Apache 2.0 License text in the repo).
If you are asking about the commercial version, that you get from your Telerik.com account, you can ask your Customer Advocate by calling us at any of the numbers posted here https://telerik.com/contact. You will want to discuss your plan and scenario just to make sure you're not accidentally violating the redistribution clauses.
For #2, in short, as long as you're not redistributing the Telerik assemblies or source code along with your software, you can sell your app built with Telerik components per your DevTools license agreement (see section 1.2.6). For more details information about certain scenarios, like custom component redistribution, please give us a call to make sure everything is good to go.

I can't give you a straight Yes or No answer because I don't know exactly what you are distributing with your commercial app.
- If you are only distributing your appx/msix application that was built with the controls, then that's completely fine to sell your application (Microsoft Store, etc). It is what the UI for UWP controls were made for :)
- However, if you are explicitly redistributing the source code, or changing the source code, of UI for UWP that's a different story. Please read Section 4.0 of the apache license
