With an Telerik Platform Developer license (49/month) , can i build my app with appbuilder, download my ipa and apk and publish its manually in stores ?

Yes, with a Developer subscription you can build apps that you can then publish manually to the app stores.
One thing that you should have in mind is that for uploading an app to the Apple App Store manually, you will need to have a Mac.
