I have VS 2015 Enterprise Update 1 installed. I'm unable to get the refactor options as well. I was interested in gettingJustCode_MoveToResourceFile working but the option isn't there and when I assign the shortcut key to it gives me the "not currently available".
I do have a resource file assigned to the project and I've restarted VS. I have the latest update of JustCode installed.
