Thank you for contacting us and for your question.
The virtualization technique used in the looping list component is specific to the needs of our Date/Time picker controls. There are architectural and implementation differences between WP8 and Windows 8 and that is why RadLoopingList is not exactly the same as in our Windows Phone suite.
I have logged your feedback as a feature request and we will consider it for a future release.
