Hi Dmytro,
I am afraid that we have not tested the use of the Telerik UI for JSP suite with the IntelliJ IDEA IDE. Therefore, I won't be able to provide you with any assistance on the issue faced. What we generally recommend to use the JSP wrappers with in the Eclipse IDE.

@OP were you able to resolve this issue. I also have this issue. Kendo JSP taglib with Intellij idea

Help > Edit Custom Properties
add the following:
idea.max.intellisense.filesize=999999
Restart intellij
