yes, I say the Extensions.
I see the output infomations(to the web user) in codes and js files, and find out them are all English now, and have not use any resource file.
will there be a plan?

Sorry for the late reply, I think we do actually use resource file for the text, The texts are in Resources\TextResource.resx of the Telerik.Web.Mvc project.. The javascript files are also has the globalization support, I mean the date/currency format.
I thiink we will also provide the other language messages in the resource file in the future.
