Hello Subodh,
Most of the controls in RadControls for Silverlight do not need localization. Those that need localization, such as RadCalendar, RadTimePicker, RadColorPicker, etc. expose string properties that can be changed by the developer in design time, or runtime. The only exception is RadUpload, that do not expose strings for modifying its UI, but this feature is on our list for development.
