How to do this (simple?) layout

I want to achieve the layout seen in the attached image. 

I would like it to act like this:

 Pane 1 is static, it can be closed but not moved.  If closed the other panes move up.

All other panes are optional (can be shown or hidden) and they exist vertically stacked in 2 equal width columns.

User can close one or more, move them up or down in a column, or move them from the left column to the right, and vice-versa.

After playing with the dock panel I'm beginning to believe it may not be the right control for this; a grid with two stack panels would work, but I want to be able to drag panes around as described above.

I'm looking at RadTileView now.  That looks promising.

Solved.  The RadTileView accomplished this pretty easily.  The concept of rows and cols greatly simplified code I had in place for intelligent wrapping of the two columns into one as the browser width shrank, and the rowheight handled the  sizing when pane 1 was visible/hidden.
