[Solved] How to disable centering when clicking map

How do I disable the centering of the map when I click on it?  I have multiple layers and one that includes an expander but when I click on the expander it seems the map grabs hold of the click event and it starts shooting me all over the map.

Ok I found the property that turns off centering when I click the map but I still have the issue of when I click the expander the the map starts to follow the mouse location on the screen and the expander does not expand until I click it about 5 times..
