Hello Weiqi,

RadGridView provides GridLines elements that appear by default between rows and columns.
In order to change either Horizontal or Vertical GridLines, you should edit the template of the GridViewCell or more specifically - the "PART_CellBorder". By predefining its BorderThickness Property, you can achieve the result you need. 
Attached is a sample solution that demonstrates this approach.
