Hi Arshad,
I am afraid that what you would like to achieve is not supported by ComboBox widget. Currently it is not possible to disable the selection of certain items nor to display grouped/hierarchical data.
We will appreciate if you submit this as a feature request on Kendo UI feedback portal. In this way the other users would be able to evaluate it. If more people vote for it and it gains popularity we will consider adding it to the suite.
