How does it work the Needle.RefreshMode and Needle.RefreshRate?

Hi,

I'm looking for information about those properties but I haven't found anything.
What does RefreshRate do? Is it supposed to start something like a postback? If I need to perform a select on a database to get the latest value of a parameter the RefreshRate works for me? Where should I place the code to execute everytime the RefreshRate rises?
