Hi Thomas,
Unfortuantely, current version of the RadMap control doesn't support scrollbars. We are planning to implement this feature in one of the future versions. You can check when this feature will be available using our Public Issue Tracking System:

By the way, you can scroll map using keyboard (arrow keys) as well as using the mouse.
