The issue is that when ShowColumnFooters is set to "True", the horizontal scrollbar does not go away when I try to shrink the width of grid using a grid splitter. I need to click the right arrow of the horizontal scrollbar for it to disappear.
The Telerik version I'm using is 2011.1.419.1040 which is 2011 Q1. Is this issue already fix in 2011 Q2 release?

Just tried this in 2011 Q2 release (2011.2.912.1040) and it's still not fixed. Is there any workaround for this issue?

I was not able to reproduce the issue you specified. May I ask you to send us the exact steps to reproduce this issue? Or to modify the attached project and send it back? I have to be missing something so can you give me some more information on how this problem is occurring?
