Hello Matei,
I am not sure whether you refer to "Globalization" or "Localization of the grid by "changing culture". The localization process refers to translating the application user interface (UI) or adapting graphics for a specific culture/locale. Globalization on the other hand  is the process of designing and developing a software product that functions in multiple cultures/locales. Please check the following articles:

 - Globalization overview

We prepared for you two examples that demonstrate localization and globalization in Romanian:
- Localizaiton demo: A grid localized in Romanian
- Globalization demo: Select "ro-RO" from the drop down and observe the change.
