Floating Canvas ZIndex

I have a situation where the content of my RadPane can open a modal view and although this works fantastic when the RadPane is Docked or in Document, when in the ToolWindow state, this model view is not showing.  I suspect this has something to do with the Floating Canvas.Zindex of the ToolWindow or RadPane really not sure.

Here is the behaviour I prefer to have...

Canvas ZIndex of the content is set such that if the content shows a Modal view, that it shows properly within a Floating Window.

Is that possible? If so how?
