I was able to replicate the behavior on the demos:

Group by Title and City
Expand: Sales Representative
Expand: London
Choose the performance chart of the three (Michael, Robert, Anne)
Scroll up to Michael (mouse wheel or slider).  Anne's Active tab switches back to details.

Notice that Anne's row did not have focus.
If you focus on Anne's row before scrolling, it won't change.

Is this the expected behavior?

Hello,

Generally row outside of view is recycled and when you scroll back to this row everything will be recreated however since these are templates there is no code which will persists selected tab. No recycling for the focused (current) row.
