Hi, Mike--
The error in question is a null-pointer exception inside the RPC service, which reflects a bug in Microsoft's API or a configuration issue on your machine.
Having said that, if you have a current version of the EnableLoopback tool, it should offer to perform a manual registry crawl and update the loopback exemptions that way, unblocking you despite the bug in the API. Did that work for you?

Yep I'm running a version that gives me the manual crawl. (I think there was a warning that it might be incomplete.)
