I'm using the Editor Control and using snippets.

I've checked this demo

Is there a way to change the Title of the dropdownlist from "Insert HTML" to any other custom title "Please choose" ?

 Yes, this can be done by changing the corresponding string in the the Editor's Localization.

You could use CSS for that purpose. For example:

    width: 600px;
}
