The Telerik Reporting Service can use only reports which types are loaded in the AppDomain (depending on the WCF host process). In other words the report should be included in the assembly which in turn should be referenced by the WCF host application. The Telerik Reporting WCF Service is simply a wrapper around the Telerik.Reporting.ProcessingReportProcessor functionality exposed for the SIlverlight clients.
