The font sizes depend on the CSS styling applied to Web Parts by SharePoint. The default 'ms-WPBODY' class is applied to the contents of each Web Part. This class is defined in the OWS.CSS file located in [Program Files]\Common Files\Microsoft Shared\web server extensions\60\TEMPLATE\LAYOUTS\1033\STYLES
