Curious about the user group offer

I saw this posting on your website about basically getting access to the telerik controls if you in a user group.  I'm a small developer with only one app at the moment and it seemed like a sweet deal since you get a free license to the telerik controls when they are released.  I personally dont care about the $100 thing, but i'd like to know if this offer is only available for user group apps.  I don't want to go down the path of using a control and then find myself needing to come up with a large chuck of money to register them later.  I'm already currently using the obfuscator tool mentioned in the post.  Any clarification is appreciated.  Thanks
