I agree. Downloaded it twice and got the same error on both.

Unfortunately the file you have tried to download was made available with a wrong extension - in fact, it should be .msi. Change the extension from .zip to .msi and it should directly start the OpenAccess ORM installation. Also you will be able to download the file as MSI from the web site, where this discrepancy is already fixed.
