I suppose that the reason for the behavior you are observing is that the image in the document is a floating image - this type of images is not supported when converting documents to PDF. There is a feature request in our public portal, which you can use to vote for an implementation as well as subscribe to track the status of the task.
Could you please check the item and let me know if the scenario on your end is the same? If I am wrong, sharing a sample document with an image to help us reproduce the issue you are having will be of a great help to further investigate its cause.
