the following problem can be reproduced with the RadRichTextBox demonstration: http://demos.telerik.com/silverlight/#RichTextBox/TelerikEditor.
1. Clear the text using the New entry of the menu.
2. Insert a table.
If you look at the display, there is a blank line at the top of the table that can't be removed.

There is such a limitation in the current document model - Tables cannot be the first or last block in a BlockContainer (TableCell or Section). That is why when you insert a table, a paragraph is added before or after it.
We are gradually trying to remove this limitation, but it is not certain yet when it will be resolved completely.
