If I create a project using the AppBuilder Windows client or the AppBuilder in-browser client (stored in the cloud), then decide to export this project, can I subsequently import into Visual Studio using the AppBuilder extension for Visual Studio and continue to develop the project (which is now stored in my local file-system)?

Hello Rom,

Yes, an AppBuilder project can be opened across multiple clients. I would recommend using a 3rd party version control as described here.

Additionally, for the AppBuilder In-Browser and Windows clientsyou could use the export mechanism following these steps:
1.) Open your project in AppBuilder.
2.) If you are running the AppBuilder in-browser client, open your project. In the Project Navigator, right-click the project node, select Export and save the archive to disk. If you are running the AppBuilder Windows client, in the Dashboard, select your project and click the Export button, then save the archive to disk.
3.) You'll be offered to save a ZIP archive of the project on your computer.
4.) Extract the project from the archive.
5.) Start Visual Studio.
6.) From the main menu select File->Open->Project/Solution. An Open Project dialog will be opened.
7.) From the Open Project dialog navigate to the extracted project.
8.) Select the .abproject file and click 'Open'. The project will be loaded in Visual Studio.

Let us know if you have further questions.
