I think this is an old bug that has been reintroduced but I've not been able to find the corresponding thread in this forum. I'm attaching a picture with the error that I've reproduced in your demo application.

To reproduce the error:
- Place a GridView with a custom row layout, similar to the tekerik's demo scenario in: http://demos.telerik.com/silverlight/#GridView/CustomRowLayout
- Group the GridView by a column.
- Expand, one by one all groups until vertical scroll appears.
- From bottom of grid, collapse one by one the groups
- The bug appears

To extend the description, it seems the bug no only appears with a custom row layout, but it appears whenever grouping in GridView. I'm attaching a neu image with the bug reproduced in http://demos.telerik.com/silverlight/#GridView/Totals
