Hi Ivan,
RadMenuItem for Silverlight does not support hints (access keys). There are platform limitations that makes it hard to implement.
We will consider it for a future release.

This feature is not implemented for Silverlight yet. It is in our To-Do list, but we cannot say in what time-frame will be implemented. You can vote for it and track its progress in out PITS system here - http://www.telerik.com/support/pits.aspx#/public/silverlight/4812
