I am not certain if I understand you correctly. Are you attempting to access the contacts database of your device? If this is the case, you could use the Cordova Contacts plugin, which is included by default in every Cordova AppBuilder project.
Additionally, if you want to create and manage different kind of information you could manually create an SQLite database and use the verified Telerik SQLite plugin to access it. This sample app shows how you could achieve such behavior.
