Please let me know how to capture traffic from a remote Win 10 IoT device (e.g. Raspberry Pi 3 SBC)
using Fiddler in my PC. The approach for achieving this by for setting Win 10 IoT as a proxy, listed in 

the following link :

did not work. I was not able to find any other clues.

Hello,

The information in this tutorial seems to be correct and should work if properly configured. We have tutorials how to do this for iOS and Android, which is basically identical to what you are trying to do with the difference that you should configure Win 10 IoT, instead of iOS/Android. The Fiddler on Windows part should be the same.

As a side note - we are currently developing a solution that will make this kind of debugging scenarios more flexible and easier to setup. It is called Fiddler Orchestra and you can find more information about it here.
