tooltip is default presented or two labels on one bar?

Hi,
I'd like to ask you strange question. Is it possible to default show the tooltip on the center of the bar?(bar chart type) I'm trying to do something like second label presented on the bar, first label is on the top side of the bar, and second is presented on the center of the bar? How can I do that?
