When Fiddler does not start, window will automatically open the manual proxy service every other period of time

Hello cai,

By default, Fiddler registers the port it's listening onto (127.0.0.1:8888 by default) as a system proxy to ensure that the traffic is send to it for inspection. On exit, Fiddler resets the original proxy settings, but if Fiddler process doesn't exit normally (e.g. crashes or is killed), the proxy settings could be left changed.
