I'm currently residing in Asia and was wondering if this is applicable to me, or if there are any concerns I should be aware of.

Yes, you are right, but since you have an active Progress Telerik Fiddler Everywhere license, you should fill out the form.
Please disregard the fact that it says it applies to residents of the State of California, USA.
