I am working with the WebAii libraries in C#. Things are great other than recognizing RadWindow pop-ups. These are new windows with iFrames in them. In some cases I can find the window as in the Frame object. In other cases I see the new "window" as a div. In still other cases (more often), what I am looking for ends up having nothing in the <body>.
Is there a reliable method to identifying these pop-ups?

Try to find a RadWindow demo on which the issue you're describing can be demonstrated and let me know which one it is.
