Is it possible to drag and drop a filter?

Sometimes, a header filter is to large, so it goes out of the window. To avoid this there are some solutions in the forum, which change the size of the filter.
In our case, it is not desired, to change the size of the filter. It would be much better to change so posiotion of the filter or better, to be able to drag and drop the filter. How can i manage such a drag and drop?

Filtering Controls appear in a pop-up and cannot be dragged.
