Before I reinstall windows, I used Fiddler Everywhere to capture https normally, but after reinstalling windows, it can't show HTTPS traffic.I had the same setup with Fiddler Everywhere before reinstalling windows.

Try to completely reset your Fiddler certificates on both the Fiddler host Windows machine and the mobile device you are trying to capture. That includes removing the old certificates (on the Win host, you could use the Fiddler Everywhere application > Settings > HTTPS > Advanced Settings > Reset root certificate) while on the mobile device, you will need to manually remove the previously generated certificate from the device and then go through the Fiddler configuration steps as described here:
I'm guessing that on my windows something HTTPS is not allowed.
Do you know anything more or am I guessing wrong?

On my side there are no issues capturing the traffic from the linked site, so the most likely reason is that your Fiddler trust certificate and HTTPS capturing are not configured properly.
