I'd submit a feature request in PITS, but apparently you need to be on the "approved list" to do so. :(
It would be really great if Telerik had a callout control for Silverlight and WPF. Think "chat bubble" if you're unclear on what a callout is. The arrow stem should be able to be positioned anywhere; same for the arrow point. Microsoft makes a callout control that's delivered with the Blend SDK, but it is literally terrible and so riddled with bugs that it's not useful for production code. Their control does not resize properly (it will expand to fit the content, but will not shrink), doesn't clip the contents, and doesn't offer a corner radius property when drawn as a rounded rectangle. The last two items are especially problematic for making a good looking presentation. I'm sure Telerik could do much better.

We are converting from Intersoft to Telerik, Intersoft has a very nice Callout control, I would hope that Telerik would consider to add one of their own to the Silverlight suite.
