Telerik UI for JSP extends the core Kendo UI client-side framework by enabling Java developers to initialize and work with the widgets completely on the server-side. As a set of helpers that sit on top of Kendo UI tools, Telerik UI for JSP cannot be used without the Kendo UI client-side libraries.
Yes. You can use Kendo UI (Web, DataViz, and Mobile) in Java web applications without the JSP server wrappers. This can be done by simply adding client-side references to the Kendo UI JavaScript and CSS resources and working with the Kendo UI JavaScript API directly from client code.

Telerik UI for JSP consists of Kendo UI Complete (Web + DataViz + Mobile JavaScript libraries) and JSP wrappers, tailored to be used with Java Server Pages in either a stand-alone JSP app, or as the view engine of an MVC framework, such as Spring MVC or Struts.
In its current version Telerik UI for JSP contains server wrappers for the Kendo UI Web and DataViz widgets.
