Now there is a question that bothers me two weeks, to need your help. Please forgive me for writing English is not very good.
My PC is win7 system, installed version is fiddler4, I was in company with the fiddler, the company's network is a LAN, my computer does not have Wireless network card,It is connected to the LAN via a network cable. My phone is iphone version 8.1.3, which is connected to the LAN via wifi.
The PC can get Fiddler Echo Service and fiddler options in allow remote computers to connect already checked.But when I set the phone proxy, the mobile web not get Fiddler Echo Service.
I try to turn off the firewall, quit all my anti-virus software, also not run.Phone and PC can ping each other.So I do not know why, my phone can not connect to the computer

There are a number of possibilities here. One is that your LAN network disallows connections from WiFi to the LAN (many home routers are configured this way). Another possibility is that your company network uses IPSec, which would allow the ping but block TCP/IP connections; this was the case at Microsoft, for instance, and resolving it requires that your network admin configure an IPSec Boundary Exemption for the PC running Fiddler.

Very grateful to receive your reply,I ask my network admin,my company network not use IPSec.
Other colleagues can use fiddler in himself PC with company network. I tried to switch to a different mobile devices connected fiddler also not running. I suspect that is what caused my computer set up lead to not connected.But I do not know what the reasons set.

Two things I would try:
1> Try using the mobile device in question to point to your colleague's PC running Fiddler. Is the traffic captured?
2> Try using a laptop on Wifi to connect to your LAN PC running Fiddler. Is it able to reach your PC?

My problem has been solved, I re-install the computer system. Now fiddler can run.
