We've tested different setups, and as the issue reproduces only on some machines, our suggestion is that some of the assemblies, most probably the ones downloaded by NuGet, are blocked by the Windows OS for some reason. Could you try to unblock them and check whether the issue happens again? In Windows 7 and above, you can do this by right clicking on the file in Windows Explorer -> Properties -> Unblock check box.
There is no such UI before Windows 7, and you may need to use Sysinternal's Streams tool or even manually delete the stream using something like:
echo. > Telerik.NetworkConnections.Windows.dll:Zone.Identifier
