    I've got the same error:

    And when I run the mefx.exe tool I got the result:

    @George What's all this about "Windows XP & .Net Framework 4.6.1"?

    According to Microsoft's System Requirements, .NET Framework 4.0 is the last .NET Framework to install on Windows XP.

    SampleNetworkConnectionsApp.exe contains AssemblyInfo with target .Net Framework 4.6.1

    Hello all,

    I am back. Sorry for the late response. George, thank you very much for your help. I have attached a new sample app build for .NET 4.0 Could you please, confirm that replacing the * with .dll works on Windows XP?

    I hope that I have finally fixed this issue. I am attaching one more version of the sample app for testing. It should display your current proxy settings in the console.

    Sorry for the bad link in the previous post. We had a major update of our internal ticket system. The link should be working now.

    Hello all and thank you again for the cooperation on this.

    We've tested different setups, and as the issue reproduces only on some machines, our suggestion is that some of the assemblies, most probably the ones downloaded by NuGet, are blocked by the Windows OS for some reason. Could you try to unblock them and check whether the issue happens again? In Windows 7 and above, you can do this by right clicking on the file in Windows Explorer -> Properties -> Unblock check box. 

    There is no such UI before Windows 7, and you may need to use Sysinternal's Streams tool or even manually delete the stream using something like:

    echo. > Telerik.NetworkConnections.Windows.dll:Zone.Identifier

    You can read more about file blocking and possible ways to remove it in the Understanding The Internet File Blocking and Unblocking blog post. 

    Please let us know of the result, as we are interested in fixing possible regressions here soon.
