I am using WinForms Q3 2008 SP2 RadGridView. I want to change language RadGridView's menu. I want to use Turkish. How can change language?

Yes, you can do that by defining your own Turkish Grid Localization Provider. As Shinu mentioned you can read more about RadGridLocalizationProvider in this documentation article.
