Is it possible to do the following functionality with appbuilder windows-client.
->Preview and Download videos,
->track the downloads and send push notification once download is complete.

Hi Anup,
Thank you for your interest in the AppBuilder Windows client.
You should be able to create such an app using the AppBuilder Windows client.
You can use the FileTransfer API for downloading files and a custom plugin to play/preview the video. You can set up a Backend Services project to set up your file storage in the cloud (for the video database) and you can utilize either the Backend Services push notifications to handle push notifications.
